The United States of America & Canada are obviously non-CAA States. The basis for the FAA or Canadian (or other recognized state) ATP Certificate to be converted to the United Kingdom ATPL is a provision (as well as a prior arrangement) that exists between the CAA and that other state.

This arrangement is established on the basis of reciprocity of license acceptance and an equivalent level of safety existing between the training and testing requirements of the United Kingdom CAA and the recognized State.
